Whenever the wielder of this +3 frost sai lands a hit, the enemy must pass a Fortitude saving throw (DC 25) or become slowed for 1d4 rounds and suffer a –1 penalty to AC for each round of slowing until the end of combat. This effect can be applied only once per enemy. It persists until the combat is over.
