"The law is inviolable. But power is primordial. Fools see in the law a beacon of safety and certainty. 'Heed these rules, and the powers that be shall protect you,' society tells them. Leave them be. They are as they should be: malleable, complacent, content to obey authority. For what is the law if not the derivative of power? It is the instrument through which power constrains and directs the masses. Nothing more than that. Power established the laws, and power may change them. Yet such changes must not be made wantonly lest Hell should become like the Abyss with its chaos based on the rule of the strong. Such changes must be disguised in ways palatable to the masses and used openly only in cases of dire need. While commoners are content to obey the law, elites are subject to power itself. For it is power that can shatter the foundations of any regime and erect them anew. Never forget this."
