If an enemy is damaged by an instant damage spell cast with this rod, they must pass a Reflex saving throw (DC equal to the spell's DC) or become slowed for 1d4 rounds, as per the slow spell. The affected enemy emanates a 15-foot aura of frost for the same duration. Any enemy who enters this aura must pass a Reflex saving throw (DC equal to the spell's DC) or become slowed for 1d4 rounds.
